The fourth industrial revolution involves rapid technological change and new ways of interaction between people and technologies. This poses challenges for governments in developing countries but also offers opportunities to improve efficiency, transparency, and citizen participation. This article explores prospective scenarios for the governance and harnessing emerging technologies in developing countries. The objective is to discuss alternatives and key variables affecting how governments prepare to face the risks and capitalize on the advantages of 4.0 technologies. To this end, four transformation axes derived from adopting the fourth industrial revolution technologies are identified. At the same time, future scenarios based on capabilities and strategies are proposed to reflect governance in this new era.
